MEP Inmaculada Rodríguez-Piñero, Chair of the European Parliament Ceramics Forum (EPCF), hosted the EPCF breakfast debate Making EU ETS work for small emitters.
This EPCF breakfast debate was an opportunity for policymakers and European ceramic executives to exchange on the post-2020 review of the EU Emissions Trading Scheme (ETS). One of the key issues for the European ceramic industry, which is 80% composed of SMEs, is the role of small emitters. It was attended by MEPs, representatives from the member states as well as ceramic industry executives and members with expertise in ETS.
Interesting facts presented at the EPCF debate:
- Differentiation, or “tiering”, of carbon leakage protection would be particularly harmful to complex and heterogeneous sectors with many small emitters. These sectors need efficient carbon leakage protection as much as the more concentrated sectors. Tiering does not reward best performers and efforts in CO reduction.
- These sectors need qualitative assessment of carbon leakage and the ability to assess at the relevant level of aggregation.
- 72% of all ETS installations emit less than 50 000 tons CO2/year and in total it covers less than 5% of all emissions. Only 5/28 Member States actively implement simplified equivalent measures for small emitters. This is a huge missed opportunity for simplification and better regulation which should be addressed under the Post 2020 ETS Review!
